Interesting changes may be coming in the U. S. healthcare system for adopting foreign medical grads without "residency" requirement to treat physician shortage that is expected to worsen.
International Doctors will still need to do step1/2/3, and possibly even a full home-country residency just to be able to work as GPs in Tennessee. This would open up the floodgates with physicians from across the world lining up to work there and thus creating a downward pressure on demand and in turn compensation which will further drive out AMGs and IMGs -who completed their residency in the US- from Tennessee and further exacerbating the physician shortage.
I do not think it will a major issue for AMGs/IMGs who did complete US training. Those laws will change according to Demand/supply ratio. The available residency positions throughout US wouldn't go lower but probably will increase each year (although might not keep up with the demand). In addition, if you completed US training, you will have the priority to have the position. The resemblance in my opinion, It is like when the league institutions saying we accept applications for international graduates for residency/fellowship but we all know the priority to US medical school graduates (i.e IMG vs AMG medical school graduate but the current situation is at more advanced level which is after completing your medical school/residency training).

Doubt it, but will see how it unfolds!
